Board of the Town of Macedon held May 28, 2009 at the Town Offices, 32 Main
Street in the Village of Macedon, was called to order by Supervisor William
Hammond at 7:38 P.M.

APPROVAL OF MINUTES
RESOLVED the Board approves the
minutes of May 14, 2009 as presented.

BE IT RESOLVED that the Town Board authorizes Richard Roets, Highway Superintendent, to hire Nicholas Terry as a seasonal helper at a rate of $10.00 per hour for a 40-hour workweek from the period of May 18, 2009 to August 20, 2009 and authorize the accountant to issue necessary payment.

RESOLVED the Macedon Town Board authorizes the Supervisor to sign the Purchase Agreement between the Town of Macedon and Harris Computer Systems to provide Harris Live Vault Backup for the Town’s accounting system at an annual cost of $900/year to be charged to A1320.400.

RESOLUTION NO. 153 (09)
SPECTRA – NORTH WILSON ROAD
RESOLVED, at the recommendation of the Highway Superintendent, the Town Board accepts dedication of North Wilson Road consisting of roads and utility infrastructure relative to the Spectra Plaza Development subject to Town Attorney and Town Engineer review and also subject to reimbursement by Spectra Group for the portion of the IDA Project.

WHEREAS, the Towns of Walworth and Macedon and the Village of Macedon have identified the need to install a screw press to dewater sludge at the Walworth Wastewater Treatment Plant and have determined that this project will benefit all three municipalities and will reduce energy consumption, protect water quality, meet water quality standards, protect public health, enhance community character, and promote economic development; and
WHEREAS, properties within the Town of Macedon contribute wastewater to the treatment plant and contribute toward the cost of operation and maintenance of the wastewater treatment plants; and
WHEREAS, the cost of undertaking this improvement is estimated at $203,000, including construction and administrative costs; and
WHEREAS, the Town of Walworth intends to apply for funding from the Green Innovation Grant Program (GIGP) on behalf of the Towns of Walworth and Macedon and the Village of Macedon which would provide 90% of the eligible costs for this improvement;
WHEREAS, the Towns of Walworth and Macedon and the Village of Macedon have each agreed to contribute one-third of the local share of the cost of this improvement; and
WHEREAS, the Walworth Town Board has authorized the Walworth Town Supervisor to file an Application for the Green Innovation Grant Program (GIGP) on behalf of the three municipalities in the amount of $7,000 to pay for a portion of the cost of the wastewater treatment plant improvements;
NOW THEREFORE BE IT RESOLVED, that the Macedon Town Board will provide $7,000 in funds plus equal portions of any overruns that may be incurred to implement the proposed improvements. THESE FUNDS ARE TO BE PROVIDED FROM SEWER SYSTEM OPERATING FUNDS AND FROM GENERAL OBLIGATION BONDS TO BE ISSUED BY THIS BOARD CONSISTENT WITH APPLICABLE LAWS OF THE STATE OF NEW YORK, IF THE TOWN’S REQUEST FOR GREEN INOVATION GRANT PROGRAM FUNDING IS APPROVED.

CORRESPONDENCE
A request from Richard Nugent for reimbursement of fees on an ambulance bill from the Town Ambulance. Mr. Nugent feels that due to all the years of volunteer work in the Village Fire Department he should not have to pay the co-pay on the ambulance bill. It was the consensus of the Town Board that volunteers work without expectation of pay and that the Town has volunteers in all areas, where do you draw the line, therefore fees will not be reimbursed.
A discussion on the Town and Village Ambulances followed.
RESOLUTION NO. 157 (09) EMPIRE NATURAL GAS CONTRACT
RESOLVED THE board
authorizes the Supervisor to sign contract with Empire Natural Gas for the Town
Complex, Highway and Wayneport Road Facilities.

ROUNDTABLE
Councilman McEwen
discussed installing Town of Macedon signs and a sign in front of the Town
Hall, a logo and type of sign is being researched.
Highway Superintendent
Roets stated the N. Wilson Road will be hydro seeded, the week of June 1st.
Councilman Kenyon stated
that the Towpath Volunteers won 1st place in the Fulton Memorial Day
Parade.
Councilwoman Pagano told
the Board of the upcoming Wayne County Economic Exchange presented by Wayne
County Business Council Wednesday, June 3, 2009 at the Palmyra Town Hall, 1180
Canandaigua Road, Palmyra from 8:15 AM to 10:00 AM.
It was also suggested to
check on having a document shredder at the Farmer’s Market for public use.
Councilman Maul will
check into the microphones for the meeting room and have input for the next
meeting. He also is planning a Macedon
picture of the week for the Town website.
Supervisor Hammond said
the Route 31 Corridor Study is ready for community input, on June 28, 2009 from
7-9 PM.
Trails – Open House at
Commons Parkway – June 7th.
RESOLUTION NO. 158 (09) AMEND RESOLUTION 155 (09) AND 156 (09)
RESOLVED the Town Board
amends Resolution 155 (09) and Resolution 156 (09) to authorize Deputy
Supervisor to sign contracts for Agricultural Easements for Jordan and WDEE,
LLC (Nolan).
