A Regular Meeting of the Town Board of the Town of Macedon held March 8, 2007 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

The Town of Palmyra will be holding a Public Hearing on proposed Local Law #1 regarding Zoning to be held March 22, 2007 at 7:30 p.m. at the Palmyra Town Hall.
Joan Moore, of behalf of the Friends of the Macedon Public Library, requested permission to include a fundraising reply envelope as an insert in the spring issue of the Macedon Messenger. This will kick off their “Double Your Dollars” campaign with matching funds from the Bullis Advised Fund. The consensus was to allow the request.
Supervisor Hammond has received complaints regarding snowmobiles. There are several individuals on snowmobiles that are not respecting private property. The Supervisor has addressed the situation in the Town Messenger. An ordinance or a local law will be considered.

Wayne County Recycling did not pick up the recycling during the last storm. A resident called them and at the end of the conversation was told the Town of Macedon’s Supervisor was trying to do away with recycling in the town. If anything, Supervisor Hammond stated that he has tried to enhance recycling and get more participation.
The awards are out for Round 9 of the Water Quality Improvement Program (WQIP). The Ontario-Wayne MS4’s have received the full $175,860 requested. Tasks include:
· develop required local laws to prohibit illicit discharges, control stormwater runoff from construction sites and manage post-construction stormwater discharges
· detection and elimination of illicit discharges
· construction and post construction site reviews and management activities
· adoption of sound municipal pollution prevention management practices
· training and outreach to municipal staff and other
· in addition, the municipalities will conduct activities leading to the legal adoption of funding mechanisms to support their Stormwater Management Programs
The Board discussed trail safety and hunter issues. The State and County were not interested in enacting legislation when contacted by Town Attorney Anthony Villani. Councilperson Maul would support no firing of arms through the air space of the trails. The Trails Committee has received permission to post wearing highly visible clothing during hunting season. Chief Ellis will contact DEC for regulation suggestions.
Discussion followed on the Town owning their own ambulance. This would provide the ability to bill for services and submit to insurance companies. A volunteer ambulance cannot bill for services. It was the consensus of the Board that Supervisor Hammond secure an individual in the field to help complete the Certificate of Need Forms. The process could take 6-9 months.
RESOLUTION NO. 79 (07) MACEDON ASSOCIATION OF POLICE OFFICERS AGREEMENT
RESOLVED that the Supervisor be authorized to sign the Agreement between the Town of Macedon and the Macedon Association of Police Officers, Employee Organization for a term of 1/1/07 through 12/31/07.

BE IT RESOLVED that the Town Board authorizes the Highway Superintendent to increase Chris Countryman’s hourly pay from $19.10 to $20.10 effective with the pay period beginning 3/1/07.

The Town Clerk received notice that Heather McGlory, President THMCG Management will be filing for a license with the State Liquor Authority. She will be leasing the Restaurant at Crooked Pines Golf Club and hopes to employ at least 40 people.
Aaron Cook presented a copy of the new 2007 “Macedon’s Canal Heritage” Brochure. This will be available soon.
RESOLVED the Board enter Executive Session at 8:15 p.m. to discuss assessment litigation and Sandy Broughton to attend.
