A Regular Meeting of the Town Board of the Town of Macedon held February 8, 2007 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 6:45 P.M.

RESOLVED the Board approves the reports as submitted.

Whereas the Town Board is aware of the recent amendments to Town Law Section 267 and 271, effective January 1, 2007 requiring training for Town Planning Board and Zoning Board of Appeals Members;
And Whereas, the Town Board has historically encouraged its Planning and Zoning Board Members to obtain ongoing training on a voluntary basis by providing funding within the Town budget annually to pay for registration fees at local seminars and courses for Planning and Zoning Board Members,
And Whereas, the Town Board will continue to support the ongoing training of its Planning and Zoning Board Members financially and otherwise,
And whereas, pursuant to Town Law Section 267-7-C, and Section 271-7-C, the Town Board may waive by resolution the newly adopted training requirements of these sections,
And Whereas, the Town Board believes it is in the best interest of the Town to maintain the training requirement for Planning and Zoning Members as a voluntary requirement at this time,
Now therefore be it resolved, that the Macedon Town Board hereby waives the mandatory training requirements in Town Law Sections 267 and 271, effective January 1, 2007.

RESOLUTION NO. 58 (07) WAYNE COUNTY MULTI-JURISDICTIONAL ALL-HAZARD MITIGATION PLAN
WHEREAS, the Town of Macedon with the assistance from Genesee/Finger Lakes Regional Planning Council, has gathered information and prepared the Wayne County Multi-Jurisdictional All-Hazard Mitigation Plan; and
WHEREAS, the Wayne County Multi-Jurisdictional All-Hazard Mitigation Plan has been prepared in accordance with the Disaster Mitigation Act of 2000; and
WHEREAS, the Town of Macedon is a local unit of government that has afforded the citizens an opportunity to comment and provide input in the Plan and the actions in the Plan; and
WHEREAS, the Town of Macedon has reviewed the Plan and affirms that the Plan will be updated no less than every five years;
NOW, THEREFORE, BE IT RESOLVED by Macedon Town Board that the Town of Macedon adopts the Wayne County Multi-Jurisdictional All-Hazard Mitigation Plan as this jurisdiction’s Natural Hazard Mitigation Plan, and resolves to execute the actions in the Plan.
ADOPTED this 8th day of February 2007 at the meeting of the Macedon Town Board.

WHEREAS, Monday, March 12, 2007, marks the 95th anniversary of Girl Scouts of the USA, founded by Juliette Gordon Low in 1912 in Savannah, Georgia; and,
WHEREAS, throughout its distinguished history, Girl Scouting has helped build millions of girls and women of courage, confidence and character; and,
WHEREAS, through the dedication, time, and talent of volunteers of different backgrounds, abilities, and areas of expertise, the Girl Scout organization thrives for girls in so many settings,
WHEREAS, through Girl Scouting’s unique leadership development program, girls define leadership by making the world a better place by discovering, connecting, and taking action in their communities; and,
WHEREAS, Girl Scouting takes an active role in increasing girls’ awareness of the opportunities available to them today in math, science, sports, technology, health and fields that can expand their horizons; and,
WHEREAS, more than 3.7 million Girl Scout members nationwide will be celebrating 95 years of this American tradition, with nearly 50 million women who grew up participating in Girl Scouting and exemplify the impact of this amazing movement;
NOW, THEREFORE, I William Hammond, by virtue of the authority vested in me as Supervisor of the Town of Macedon, do hereby applaud the commitment Girl Scouts has made to America’s girls and proudly proclaim the week of March 11-17, 2007 as Girl Scouts Make The World A Better Place Week.

WHEREAS, Paradigm Development proposes to construct an enclosed drainage system along the north side of State Route 31, beginning at approximately 985’ west of Macedon Parkway and extending 1635’ easterly, in the Town of Macedon, as shown on the approved New York State Highway Work Permit plans, dated 12/14/06, prepared by Fisher Associates, and
WHEREAS, the State of New York will only allow the enclosed drainage system to be constructed within the State Highway right-of-way if the Town of Macedon accepts responsibility for all maintenance and repairs.
Now, therefore, be it resolved:
Section 1. That upon construction of the enclosed drainage system, the Town of Macedon agrees to maintain and repair the enclosed drainage system.
Section 2. That this resolution shall take effect immediately.
Section 3. That the Town Clerk is hereby directed to transit five (5) certified copies of the foregoing resolution to the New York State Department of Transportation, 1530 Jefferson Road, Rochester, New York 14623, Attn. Larry Sherman, Director of Operations.

RESOLUTION NO. 63 (07) LOCAL LAW NO. 1 (2007) NYS REAL PROPERTY TAX LAW SECTION 420-b(1)(a) NO EXEMPTION
RESOLVED the Town Board adopts Local Law No. 1 (2007) to provide that no exemption under Section 420-b of the NYS Real Property Tax Law shall be applicable within the Town of Macedon with respect to any real property owned by any corporation or association describe in Real Property Tax Law Section 420-b(1)(a).

The American Red Cross held a successful blood drive at the Town Complex on January 18, 2007.
Congressman Walsh announced the 2007 Assistance to Firefighters Grant Program. There will be two workshops held on February 21 & 23, 2007. Information can be found at http://www.firegrantsupport.com/.
Valerie and Dick Lee thanked the Macedon Police for their act of kindness when they were in need of assistance.
The Bullis Park Master Plan Committee met Wednesday night.
Discussion followed on replacement computers. Councilperson Nawrocki will spec out the computers. The networking will be reviewed in June after the notifications of successful grants.
