A Regular Meeting of the Town Board of the Town of Macedon held October 26, 2006 at the Town Offices, 32 Main Street in the Village of Macedon, was called to order by Supervisor William Hammond at 7:30 P.M.

CONTRACT
RESOLVED the Town of Macedon extend the Bullis Park and Greenway Lawn Mowing contract for the year 2007 with Huttenman Lawn and Landscape, Inc. as proposed by letter dated October 23, 2006:
Bullis Park $430/trip ($15 increase)
Greenway $230/trip ($ 5 increase)
And all other conditions remain as agreed in the 2006 contract.

ASSOCIATION CONTRACT
The proposed contract for the Macedon Center Volunteer Firemen’s Association authorizes $168,347 for the year 2007.

RESOLUTION NO. 205 (06) AUTHORIZATION FOR SUPERVISOR TO SUBMIT AS A PARTICIPANT IN AN APPLICATION TO GENESEE TRANSPORTATION COUNCIL FOR CORRIDOR TRAVEL TIME PERFORMANCE MEASURE STUDY ALONG STATE ROUTE 96 AND HIGH STREET, AND OTHER ROADWAYS IN PARTICIPATING COMMUNITIES.
WHEREAS, the Genesee Transportation Council (GTC) is issuing a Call for Projects for the Fiscal year 2007/08 Unified Planning Work Program (UPWP); and
WHEREAS, the UPWP is the program of federally-funded transportation planning activities undertaken by GTC, its member agencies, and other jurisdictions throughout the nine-county GTC region; and
WHEREAS, the land use/transportation task force identified a Strategic Intent that “By 2011, a detailed Comprehensive Transportation Plan will be in place that will cover the projected build out area of the entire Town, providing a transportation system that benefits the community and increases traffic safety and capacity management. The success of this strategic intent will be measured by capacity analysis and delay studies that show an improvement in all road segment at a minimum of level D, with no decrease in the level of service for those services already above level D.”

WHEREAS, there is a need to evaluate delays and congestion along State Route 96 and High Street to include both the Town and Village, as well as in coordination with Pittsford (lead agency), and other municipalities including Perinton, Penfield, and Macedon, it those towns are interested in participating in; now therefore, be it
RESOLVED that the Supervisor be authorized to submit as a participant in an application to the Genesee Transportation Council requesting a travel time corridor performance study along State Route 96 and High Street to include both the Town and Village, as well as on other roadways in Pittsford, Perinton, Penfield and Macedon. Inclusion of those municipalities is condition upon the municipal boards supporting this resolution at their regular board meetings; and, further
RESOLVED that a copy of this resolution be forwarded to the Genesee Transportation Council, the Town Engineer, the Highway Superintendent, interested municipalities, SRF & Associates and the Director of Development.

CONTRACT
The proposed contract for the Village of Macedon Fire & Ambulance Contract authorizes $51,822 for fire protection and $44,861 for ambulance service for a total of $96,683 for the year 2007, with the Town of Macedon holding the additional sums of $23,450 in an interest-bearing truck reserve fund and $19,140 in an interest-bearing ambulance reserve fund.

read a letter dated October 26, 2006 from the Village Board regarding the
Fire/Ambulance Contract. A copy of the
letter follows.
The level of funding
for the operating expenses has not changed.
The Town of Macedon will create two interest bearing reserve accounts to
hold the funds for the sole purpose of the purchasing an ambulance and fire
truck. The money will be available when
and if vehicles are purchased. There
were no representatives present from the Village Board of Trustees. Members of the Fire and Ambulance were in
attendance. The operating expense
portion of the contract will be paid in January with the reserve funds being
held by the Town.

Budget Fact Sheet distributed by Councilperson David Maul is attached. The 2007 town tax rate for Village residents will be $3.63 per
thousand, the same as 2006. All town
outside the Village will see a $.14 decrease.
These figures do not include special districts.
Jim Beckenbach asked
for clarification on the Police personnel budget line. The Board has eliminated the part-time
position and established an additional full-time police officer.
