A Regular Meeting of the Town Board of the Town of Macedon held July 22, 2004 at the Town Offices, 32 Main Street, in the Village of Macedon, was called to order by Supervisor William H. Hammond at 7:30 p.m.

RESOLUTION NO. 169 (04) LAKER DEVELOPMENT REZONING PUBLIC
HEARING SCHEDULED
RESOLVED that the Town Board schedule a Public Hearing on the Laker Development rezoning proposal for the North side of Route 31 east of Route 31/Wayneport Road intersection on August 12, 2004 at 8:00 p.m.

RESOLVED that as provided in Section 37 of the Town Law of New York State the Town Board of the Town of Macedon does hereby appoint Helen Jensen as School Tax Collector for the portion of Wayne Central School District within the Town and be it further
RESOLVED that Lynne Green is appointed School Tax Collector for the portion of the Palmyra-Macedon Central School District within the Town and be it further
RESOLVED that Justina Bielecki is appointed School Tax Collector for the portion of Victor Central School District within the Town and be it further
RESOLVED that Melissa Bowman is appointed School Tax Collector for the portion of Gananda Central School District within the Town and be it further
RESOLVED that Carol Enfonde is appointed School Tax Collector for the portion of the Penfield Central School District within the Town and be it further
RESOLVED that these appointments are for the 2004-2005 school year.

RESOLUTION NO. 171 (04) REASSESSMENT PROJECT MEMORANDUM OF
UNDERSTANDING FOR 2005
RESOLVED the Board approves the Annual Reassessment Plan Memorandum of Understanding for the year 2005 and authorizes the Supervisor to sign said agreement.

RESOLUTION NO. 173 (04) GUARINO EAGLE SCOUT PROJECT - CANAL
MARKERS
RESOLVED the Town Board approves the Matthew Guarino Eagle Scout project proposal to place landmark signs on canal trail as described in July 19, 2004 e-mail.

Supervisor Hammond thanked the Macedon Police Department and Macedon Center Fire Department for their help at the Aldrich Change Bridge Dedication.
Thank you to Kevin Scott for donation of benches from the County Park's Department across from McDonalds and Aldrich Change Bridge.
Sara Bills is ready to work on the Town of Macedon signs. Supervisor Hammond will put her in contact with Councilperson McEwen.
Supervisor Hammond will contact the vendors to establish a Farmer's Market at the Town Complex.
ROUND TABLE:
Councilperson Maul distributed a sample brochure of Macedon's Canal Heritage that Kodak ran for Aaron Cook.
Councilperson McEwen had the U factor number for the Library windows and will
compare with the code.

Councilperson Kenyon commended Supervisor Hammond for his bravery at the County. Supervisor Hammond asked the County to look at requests for proposals for the privatization of the county's recycling program. He presented the request to the Board of Supervisors prior to passing it before the committee first. The resolution introduced asked that a special committee be formed of him and other interested supervisors in an effort to find a more cost-effective approach to collecting and processing recyclable.
Councilperson Ken Nawrocki has reviewed the insurance policies and will contact carrier to confirm the Town is not double covered on the contents in the Library.
A lengthy discussion followed on the Police. Attorney Anthony Villani stated that the Village voted to dissolve the Police Department. A local law is required with a 30-day permissive referendum. The Attorney felt there should be no dialog until the 30-day period is up. The Town Board discussed their options.
For the record Supervisor Hammond stated that he felt it best to put both the creation and housing up for a vote. Mr. Hammond feels the residents should have a say and not left out.
Councilperson Maul stated that he is on the record that he would prefer to create the Police Department independently from the referendum to house the Police Department. This is different because we are not creating a Police Department from scratch, just changing the governance of the Police Department from one municipality to the larger municipality so that the tax rate would be more fairly spread. We already have a Police Department.

RESOLVED the Town Board reschedules the August 26, 2004 on Wednesday, August 25, 2004 due to conflicts.
