A Regular Meeting of the Town Board of the Town of Macedon held April 7, 2004 at the Town Offices, 32 Main Street, in the Village of Macedon, was called to order by Supervisor William H. Hammond at 7:30 p.m.

The Town Board congratulated the Macedon Elementary Students, coaches and parents of the students that participated in the annual Odyssey of the Mind Competition on February 29, 2004 at the Spencerport High School. Macedon Elementary was the only school to participate in Wayne County. 160 teams participated in the competition.

First place, Fantastic Art, consisted of the following members: Coaches Renee

Partington, and Laurie VanHoute - students: Marie Black, Shannon Brooks, Sarah

Christ, Courtney Partington, Danielle Quigley, Kimberly Stephens and Samantha

VanHout.

Third place, Feature Creature, consisted of the following members: Coaches

Debbie Spusta and Colleen Wightman - students: Devon Donatello, Mackenzi

Holton, Mike Marvin, Coleston Scheik, Brett Spusta, Matthew Wightman and

Mackenzi Youngman.

Twelfth place, the Envirover, consisted of the following members: Coaches

Barbara Petty and Pamela Roeland - students: Erin Breen, Davin Geldorf, Nigel

Millick, Stephanie Petty, Jana Roeland, Matt Roeland and Emily Travers.

RESOLUTION NO. 93 (04) APPROVAL OF MINUTES

RESOLVED the Board approves the minutes of March 25, 2004.

RESOLUTION NO. 94 (04) SUPPORT FOR THE ELIMINATION OF THE SUNSET PROVISIONS OF THE LOCAL GOVERNMENT RECORDS MANAGEMENT IMPROVEMENT FUND (LGRMIF) AND THE CULTURAL EDUCATION FUND (CEF)

WHEREAS, the Local Government Records Management Improvement Fund (LGRMIF) was created in 1989 to provide technical assistance and grants to establish, improve or enhance records management programs in New York's more than 4300 local governments, and

WHEREAS, the closely related Documentary Heritage Program (DHP) for grants and technical assistance to non-governmental historical records repositories also is supported by the LGRMIF, and

WHEREAS, a sunset date for the LGRMIF was established in the original legislation to permit its operation as a five-year experiment, and

WHEREAS, the New York State Legislature in 1995 twice has extended the sunset date, most recently to December 31, 2005, and

WHEREAS, the LGRMIF has effectively supported essential advisory services and 6,300 grants totaling over $113 million to improve the management of records for over half of all NYS local governments, and

WHEREAS, the LGRMIF and the programs it supports continue to operate at a high standard of excellence and provide direct and significant benefit to local governments at no cost to the taxpayers, and

WHEREAS, the Town of Macedon has benefited from technical assistance, training, publications and 2 grants totaling $23,049, supported by the LGRMIF, and

WHEREAS, the State Legislature created the closely-related Cultural Education Fund (CEF to support the New York State Archives, New York State Library and New York State Museum on behalf of all New Yorkers, and the Office for Public Broadcasting, and provided the CEF with an identical sunset date, and

WHEREAS, the LGRMIF and the CEF continue to be critically important in the fulfillment of the many records and information related responsibilities of the Town of Macedon, and to the cultural and scientific needs of the people of New York State, therefore

BE IT RESOLVED that the Town of Macedon supports the elimination of said sunset provisions in order to make the LGRMIF and the CEF permanent.

RESOLUTION NO. 95 (04) MOWER PURCHASE

BE IT RESOLVED that the Macedon Town Board authorize Richard Roets, Highway Superintendent, to purchase a 2004 Jacobsen HR-5111 Rotary Mower (#69116) from New York State Contract #PC60365 to be expensed from Account A7110.200 not to exceed $47,632.

It was the consensus of the Board to submit a grant application through the Justice Court Assistance Program for a television and monitor system with a VCR. This will allow the Court System to view patrol car films relating to DWI cases.

Joan Marten voiced her concern with the raising assessments and asked the Board to continue to look for ways to reduce expenses. Ms. Marten was informed of the budget meetings that are open to the public and invited to attend.

Councilperson Nawrocki has obtained two (2) quotes for copiers. He will do a comparison.

The Town Clerk will be attending the New York State Town Clerk's Conference from April 18-21, 2004.

CORRESPONDENCE - The Supervisor presented the following:

Supervisor Hammond read essays from Mrs. Jennifer Baxter's fourth grade Macedon Elementary School Class regarding their concerns and recommendations for the old Ames building. Peter Coon suggested replacing Ames with a Target Store. Anastasia Polashenski would like to see an endangered animal shelter.

A fact sheet on the Town of Macedon landfill closure was made available.

An analysis of the Wayne County Taxes based on the assessed value was provided.

A letter dated April 7, 2004 from Thomas Littlefield was submitted to the Town Board regarding the recent assessments and procedures.

RESOLUTION NO. 96 (04) ENTER EXECUTIVE SESSION

RESOLVED the Board enters Executive Session to discuss particular personnel at 8:20 p.m.

RESOLVED the Supervisor is authorized to sign contract with Simplex to perform annual test and inspections on Town Hall and Library.
