TOWN OF MACEDON

PLANNING BOARD

August 24, 2015

PRESENT: Chairman Doug Allen and members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison and Greg Whitney. Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush. Absent was Kevin Rooney.

Chairman Allen called the meeting to order at 7:30 p.m.

OLD BUSINESS:

PB-05-15 – Lakeview Health Services – Route 31 – Multiple-family residential site plan – Present on behalf of the applicant were Peter Vars, BME Associates, Mark Pandolf, PLAN Architectural Studios, and Harry Merryman, Lakeview Health Services. Board members reviewed SEQR Part 2, and after discussing each of the items individually, all items were found to have small or no impact. A motion for negative SEQR declaration was made by Mert Bartels, seconded by Tom Morrison. All in favor (Rooney absent); motion carried.

As requested at the last meeting, Mr. Vars presented photos of the emergency access road and building exterior of Lakeview’s Seneca Falls facility. He noted that after five years, including snow plowing, the unpaved access road has held up very well. After further discussion, the Board felt the access road on the Route 31 side of the building should be binder paved. One Board member had continued concerns regarding the view of the building from Route 31, and will visit the Seneca Falls site for a comparison.

ZBA REFERRAL:

Z-07-15 – Freeland – 1297 Yellow Mills Road – Area Variance – Sections 135 Schedule I & 135-162-B – Front setback & expansion of non-conforming building – A motion was made by Greg Whitney, seconded by Mert Bartels, that a positive referral be made to the ZBA. All in favor (Rooney absent); motion carried.

MINUTES:

A motion to approve the 08-10-15 minutes was made by Mert Bartels, seconded by Tom Morrison. All in favor (Rooney absent); minutes approved.

A motion to adjourn the meeting was made by Mert Bartels, seconded by Suzanne Airy. All in favor (Rooney absent); meeting adjourned at 8:35 p.m.
