PLANNING BOARD
October 13, 2014
PRESENT: Members Suzanne Airy, Tom Morrison, Kevin Rooney and Greg Whitney. Also present were Town Councilman David McEwen, Town Engineer Scott Allen and Board Clerk Susan Bush. Absent were Chairman Doug Allen and members Mert Bartels and Mark McEwen.
Acting Chairman Tom Morrison called the meeting to order at 7:33 p.m. A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Greg Whitney. All in favor (Allen, Bartels, McEwen absent); motion carried.
PUBLIC HEARING:
PB-12-14 Domm West Walworth Road Residential site plan A motion to open the public hearing was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Allen, Bartels, McEwen absent); motion carried. Applicant John Domm was present to address the Board. There was no one else to speak for or against this application. A motion to close the public hearing was made by Kevin Rooney, seconded by Greg Whitney. All in favor (Allen, Bartels, McEwen absent); motion carried.
OLD BUSINESS:
PB-12-14 Domm West Walworth Road Residential site plan Preliminary & final Applicant John Domm explained his request for site plan approval for a single-family residence on this property (15+ acres). He indicated questions raised at the last meeting regarding the water service had been resolved. The newest version of the plan shows an existing water service which will be used for the residence. A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Greg Whitney. All in favor (Allen, Bartels, McEwen absent); motion carried. A motion to grant preliminary & final site plan approval for a single-family residence was made by Kevin Rooney, seconded by Suzanne Airy. All in favor (Allen, Bartels, McEwen absent); motion carried.
ZBA REFERRALS:
Z-06-14 VanBortel Chevrolet 1338 Route 31 Area Variance Sections 135-85 & 135-162-B Front setback & expansion of non-conforming building Rick Mitchell and Ryan Neu of Mitchell Design were present on behalf of the applicant. Mr. Mitchell explained that this dealership is under new ownership, and part of General Motors approval process was the requirement to bring the building up to their corporate standards. This will include exterior renovations/additions, including a drive-thru service write-up area. Variances are needed due to the 100 ft. setback requirement along Route 31 and expansion of a non-conforming building. Board members reviewed the proposal and pointed out the need for NYS DOT approval for landscaping work to be done in the right-of-way. A motion was made by Kevin Rooney, seconded by Greg Whitney, for a positive referral to the ZBA. All in favor (Allen, Bartels, McEwen absent); motion carried.
Z-07-14 Backus 3159 Hance Road Area Variance Section 135-112-A-10-g Accessory structure in side yard A motion was made by Greg Whitney, seconded by Suzanne Airy, to make a recommendation to the Appeals Board that the shed should be placed behind the house or an addition could be made to the existing garage. All in favor (Allen, Bartels, McEwen absent); motion carried.
OTHER BUSINESS:
PB-11-14 Engebrecht Wayneport Road Two-lot realty subdivision and residential site plans Board members discussed the proposed driveways for these lots (sight distances). Applicant will resolve these issues and be placed on the 11-10-14 meeting agenda.
MINUTES:
The minutes from 08-11-14 and 09-08-14 could not be approved due to lack of appropriate quorums.
