PLANNING BOARD
March 10, 2014
PRESENT: Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Kevin Rooney and Greg Whitney. Also present were Town Engineer Scott Allen and Board Clerk Susan Bush. Absent were Tom Morrison and Town Councilman David McEwen.
Chairman Allen called the meeting to order at 7:30 p.m. A motion to waive reading the Legal Notice was made by Kevin Rooney, seconded by Mert Bartels. All in favor (Morrison absent); motion carried.
PUBLIC HEARING:
PB-01-14 Dlugosh Wilkinson Road Residential site plan (single-family home) A motion to open the public hearing was made by Mert Bartels, seconded by Kevin Rooney. All in favor (Morrison absent); motion carried. Applicants Thomas & Jean Dlugosh were present, as well as their representative Michael Greene from John A. Greene & Associates. There was no one else to speak for or against this application. A motion to close the public hearing was made by Kevin Rooney, seconded by Mert Bartels. All in favor (Morrison absent); motion carried.
OLD BUSINESS:
PB-01-14 Dlugosh Wilkinson Road Residential site plan (single-family home) Preliminary & final Mike Greene of John A. Greene & Associates was present on behalf of the applicants, and he reviewed this proposed site plan for a single-family home on an 8.6+ acre lot. He noted that contour lines and the revised driveway footprint had been added since sketch plan approval. Perc test was acceptable; driveway meets the necessary site distances; electrical transformer may be needed due to the distance from the road to the residence. A motion for negative SEQR declaration was made by Kevin Rooney, seconded by Mert Bartels. All in favor (Morrison absent); motion carried. A motion was made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary and final site plan approval for this single-family residence. All in favor (Morrison absent); motion carried.
NEW BUSINESS:
PB-03-14 Auto Zone Route 31 Subdivision & commercial site plan Log-in & sketch Joe Ardieta of Vanguard Engineering was present on behalf of Auto Zone. He then reviewed this request for a three-lot re-subdivision of two existing lots and a commercial site plan for Lot #1 (1.6+ acres). Lots #2 & #3 (approximately 1.4 acres each) will be retained by the current owners (Zurich). There will be common access from Route 31 for all three lots, plus Lot #3 will have frontage on Wayneport Road. Route 31 curb cuts will be reduced from the existing three to one. All three lots will have a common utility easement. Sanitary sewer connection will be approximately 350 ft. west of Wayneport Road and would also serve Lots #2 & #3. Mr. Ardieta noted they are aware of an old in-ground swimming pool and septic tanks on the property. Stormwater flows to the north/northeast, and at this time, they do not have the necessary information to complete the SWPPP. Stormwater management area will be located on the north side of the property with bio-retention areas on the east and south sides. There are no flood plain or wetland areas on the property. They are proposing a 4 water service to the Auto Zone building; however, WCWSA may want to see an 8 main to supply all three lots. Board suggested LED lighting for the site, and Mr. Ardieta will address this with Auto Zone. Parking does not comply with the Town requirements, and the Board asked for an analysis to support the reduced parking. The Town Engineer will also review the parking. The building and parking areas meet all setback requirements.
As part of this application, a berm with trees is proposed along the southern boundary of Lot #3 to shield the adjacent residential properties. An existing shed on the property will be removed as part of the overall grading. Board members then provided Mr. Ardieta with suggestions regarding the buildings exterior design.
Other items discussed: (1) Need for a sewer district extension map for the entire corner;
(2) 8 water line with easements to the Town;
(3) Delineate water, sewer and cross-access easements on subdivision map;
(4) Trees vs. bushes for landscaping; ornamentals along Route 31, hardwoods
along Wayneport Rd.
A motion to grant sketch plan approval was made by Kevin Rooney, seconded by Mark McEwen. All in favor (Morrison absent); motion carried.
TOWN BOARD REFERRAL:
PB-02-14 DeWitt 550 Frey Road Expansion of non-conforming use The applicant wishes to replace an existing single-wide mobile home with a new double-wide mobile home. The Board gave a positive referral for this request.

A motion to approve the 02-10-14 minutes was made by Mert Bartels, seconded by Suzanne Airy. All in favor (Morrison absent); minutes approved.
