TOWN OF MACEDON

PLANNING BOARD

November 25, 2013

 

 

PRESENT:  Members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Councilman David McEwen (via Skype), Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Chairman Doug Allen.

 

Vice Chairman Mert Bartels called the meeting to order at 7:35 p.m.

 

NEW BUSINESS:

 

PB-15-08 – Clark – 2569 Quaker Road – Residential site plan modification (driveway location) – Property owner Howard Clark was present to address the Board.  The Clarks have built a new home on this property and would like to use the original farm driveway for access to the house instead of the driveway shown on the approved site plan.  They may wish to install the planned driveway in the future, but at this time would like approval of a modification to allow the use of the farm driveway.  There are no sight distance issues, and a mailbox with the house number has been installed at the end of the farm driveway.  A motion to approve the driveway relocation to the east property line for a permanent driveway, if so desired, was made by Tom Morrison, seconded by Mark McEwen.  All in favor (D. Allen absent); motion approved.

 

OLD BUSINESS:

 

PB-12-13 – Tim Horton’s USA – Route 31 & Sampson Drive – Commercial site plan – Adam Fishel from Marathon Engineering was present to address the Board.  Mr. Fishel presented three (3) architectural renderings for the Board to review:  (1) Standard Tim Horton’s store; (2) Penfield, NY, store; (3) Combination of the first two options.  All options include “gas light” type light fixtures and window canopies.  Mr. Fishel explained that the exterior of the walk-in cooler (connected to the back of the building) will match the exterior of the building.  Board members then discussed the three options and felt the third option (clapboard appearance) was preferable.  However, they would like to see some type of masonry or brick along the lower portion of the building’s exterior.

 

Other items discussed were:  (1) Roof-top mechanicals to be screened from view behind the roof façade; (2) Dumpster enclosure to match building exterior and walls to be high enough to shield the top of the dumpster; (3) Lighting to be LED down-cast fixtures; (4) Landscaping to be added to the front berm, and the planting bed on the east end along Route 31 to be raised.

 

ZBA REFERRAL:

 

Z-12-13 – Zaretsky – 1035 Mayflower Drive – Area Variance – Section 135-162-B – Expansion of non-conforming building & Section 135 Schedule I – Side & front setbacks for residential addition – This is the second request for a variance on this property.  The Board recognized the modified request and the owner’s need for additional storage space.  However, they felt there was insufficient side setback.

 

 

 

MINUTES:

 

A motion to approve the 11-11-13 minutes was made by Suzanne Airy, seconded by Mark McEwen.  All in favor (D. Allen absent); minutes approved.

 

ADJOURNMENT:

 

A motion to adjourn the meeting was made by Greg Whitney, seconded by Kevin Rooney.  All in favor (D. Allen absent); meeting adjourned at 8:30 p.m.
