PLANNING BOARD

July 11, 2011

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison, Kevin Rooney and Greg Whitney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent was Town Councilman David McEwen.

 

Chairman Allen called the meeting to order at 7:30 p.m.

 

NEW BUSINESS:

 

PB-06-11 – Marcucci2775 Canandaigua Road – One-lot subdivision & residential site plan – Log-in & sketch – Suzanne Airy was recused due to a conflict of interest.  Engineer David Matthews of Shelley Associates was present on behalf of the applicant.  The Marcuccis own 17+ acres with their single-family residence, block garage and three old barns/sheds.  They would like to subdivide the property into two (2) lots and build a new home on Lot 1 (16 acres).  Lot 2 (1.1 acres) will have the existing house and block garage.  The two existing barns (Lot 1) and shed (Lot 2) will be demolished.  Perc rates, driveway sight distance, driveway rise (8%), street trees and demolition of the barns were discussed.  The Town Engineer requested a location map if the barn rubble was to be buried on-site.  A motion to grant sketch plan approval was made by Kevin Rooney, seconded by Mark McEwen.  All were in favor (Airy recused); motion carried.

 

PB-07-11 – Waste Management (High Acres) – 1965 Wayneport Road -  Site plan approval – Transfer station & shooting range – Log-in & sketch – Luann Meyer and John Brusa from Barton & Liquidice were present on behalf of the applicant.  Waste Management would like to build a 14,000 sq. ft. (120’ x 120’) transfer center for recyclables collected in Wayne County.  The building would be a fabric covered, steel building with a concrete floor, similar in appearance to a salt shed.  Recyclable materials collected from their customers will be dropped off and consolidated before being transported to a facility in Liverpool.  Approximately 5 to 7 recycling trucks will be dropping materials each day, and once a week an 18-wheel tractor trailer will take the consolidated materials out.  The facility will be located approximately 975 ft. off Wayneport Road and will not be visible from the road.  Drop-off trucks may use the Wayneport Road entrance; however, the tractor trailers will use the Perinton Parkway entrance.  The transfer facility will be for collection trucks only; the residential recycling drop off will remain on Perinton Parkway.  In addition to the transfer facility, Waste Management is proposing a shooting range with appropriate berms constructed.  Range use will be restricted to the Macedon and Fairport Police Departments. 

 

Board members discussed sight distance at the Wayneport Road entrance, widening the entrance, paving the entrance for several feet to eliminate gravel being brought onto Wayneport Road, and the possibility of using the Perinton Parkway entrance exclusively.  Applicant will clarify these issues before coming back to the Board.  A motion was made by Kevin Rooney, seconded by Mert Bartels, to grant sketch plan approval with conditions that traffic patterns and sight distances be clarified.  All in favor; motion carried.

 

ZBA REFERRALS:

 

Z-04-11 – Luong – 641 Route 31 – Area Variance – Sections 135-61-D-1, 2, 5 – Farm animals on less than 5 acres, number of animals allowed & setback for barn – Board felt this request did not fit the character of a commercially zoned area and gave a negative referral.

 

Z-05-11 – Biery505 Tanner Lane – Area Variance – Section 135 Schedule I – Front & side setbacks – Board gave a positive referral for this request.

 

Z-06-11 – Smith – 2321 Vandy Drive – Area Variance – Section 135 Schedule I – Front setback – Board gave a positive referral for this request.

A motion to approve the 06-13-11 minutes was made by Mert Bartels, seconded by Suzanne Airy.  All in favor; minutes approved.
