PLANNING BOARD

October 8, 2007

 

 

PRESENT:  Members Mert Bartels, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Doug Allen, Suzanne Airy, Brian Gagne and Councilman Ken Nawrocki.

 

In the absence of Chairman Allen, Vice Chairman Bartels called the meeting to order at 7:33 p.m.  A motion to waive reading the legal notice as it appeared in the Times was made by Mark McEwen, seconded by Kevin Rooney.  All in favor; motion carried.

 

 

PUBLIC HEARINGS:

 

PB-13-07 – Pulcini – 2461 Quaker Road – Residential site plan – A motion to open the public hearing was made by Mark McEwen, seconded by Kevin Rooney.  All in favor; motion carried.  There was no one present to speak for or against this proposal.  A motion to close the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.

 

PB-15-07 – Sapp/Stabinsky – 1297 Victor Road – 2-lot realty subdivision – A motion to open the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.  There was no one present to speak for or against this proposal.  A motion to close the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.

 

 

NEW BUSINESS:

 

PB-14-07 – Spectra Group – Route 31/North Wilson Road – Realty subdivision & commercial site plan – Sketch – Brad Hill of The Spectra Group was present to explain a proposal for retail development just east of the Wal-Mart Supercenter.   Spectra develops approximately 20 such projects each year, with one now opening in Evans Mills, NY, and others coming in Brockport and Batavia.  The first phase here includes a 34,000 sq. ft. retail strip plaza and one outlot in back.  The outparcels along Route 31 would be developed at a later date.  The retail strip would be customized to meet local requirements and typically includes stores such as shoes, clothing, services, i.e., cell phones, and restaurants.  The back parcel is proposed as a Good Will store similar to one just built in Sweden, NY.  North Wilson Road will be constructed to town standards, and the developer will need to obtain an easement from the neighbor to the east.  They have a cross access easement with Wal-Mart.  Building materials and quality will be comparable to that used for Wal-Mart.  Board members felt use of colored block was preferable to painted block or large e.i.f.s. walls.  Developer will work with the Board on architectural features.  Mr. Hill stated their company does not develop a site until they have commitments for 70-75% of the space (60% of which will be “national” tenants).

 

Topography (40± ft. rise from front to back) dictates site layout to a large extent. Town Engineer’s letter of 10-08-07 was reviewed.  Board discussed items of concern to them, including:  (1) Front outparcels meeting code requirements; (2) Parking for retail strip;  (3) Dimensions of drive aisles/lanes; (4) Storm water management; (5) Traffic study (being done) & access onto Route 31; (6) Possible variances required.  Developer will make changes in the plan and come back to the Board at the 10-22-07 meeting.

 

PB-16-07 – Prime Time Convenience Store – 1241 Route 31 – Commercial site plan – Convenience/fast food/gas retail – Sketch – Phil Silvestri, Silvestri Architects, was present to explain this proposal for a 6,000 sq. ft. convenience store with two restaurant tenants.  There will be five pumping stations with a canopy; 47 parking stalls; drive-thru for the restaurant with by-pass lanes and 30 ft. drive aisles around the building.  Propane storage and employee parking will be in the rear.  Building will have a brick & glass faηade, split-face block on the other three sides, gabled roof on front and hipped roof on ends.  Storm water management area will be at the rear of the property.  There will be two entrances from Route 31 and two connections to the Dunkin’ Donuts property.  The landscaping plan with plantings all the way around the property was reviewed.  Board members discussed the possibility of a fence along the east property line as a way to block off the adjoining residential property.  The Town Engineer will contact that property owner for input.  A motion to grant sketch plan approval was made by Kevin Rooney, seconded by Tom Morrison.  All in favor; motion carried.

 

 

OLD BUSINESS:
