PLANNING BOARD

April 9, 2007

 

 

PRESENT:  Members Suzanne Airy, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.  Absent were Doug Allen and Mert Bartels.

 

Acting Chairman Tom Morrison called the meeting to order at 7:34 p.m.  A motion was made by Kevin Rooney, seconded by Mark McEwen, to waive reading the legal notice as it appeared in the Times.  All in favor; motion carried.

 

PUBLIC HEARINGS:

 

PB-03-07 – Lyons National Bank – Route 31 – Commercial site plan – A motion to open the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.  Present on behalf of the applicant were Tom Kime and Tammy Hutter of Lyons National Bank and Ron Yates of Fisher Associates.  There was no one else present to speak for or against this application.  Motion to close the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.

 

PB-05-07 – Casartelli/Bella Design – Research Forest – Industrial site plan – A motion to open the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.  Present on behalf of the applicant were Ed Raynor, DGA Builders, and Lou Casartelli.  There was no one else present to speak for or against this application.  Motion to close the public hearing was made by Kevin Rooney, seconded by Mark McEwen.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-03-07 – Lyons National Bank – Route 31 – Commercial site plan – Preliminary & final – Tom Kime, Lyons National Bank, stated variances have been received from the ZBA for signs and driveway setbacks, along with County approval for the project.  NYS DOT agreement will take some time to work out.  Applicant would like to go forward with the project and resubmit to DOT with Town & County referrals.  Route 31 entrance options were discussed: right-in/right-out vs. 3-lane driveway.  DOT recommends right-in/right-out.  Town Engineer felt that option would not work well and cited Macedon Commons and Spinner’s as examples.  Mr. Kime will set up a meeting with DOT to include Town Engineer & a representative from Fisher Associates to discuss the Route 31 entrance.  Landscaping:  (1) Landscaping to be added to grading plan; (2) Landscaping to be shown between building and Route 31; (3) Route 31 berm to be 2 ft. higher than center line of road; (3) Trees to be added per code – one 2” caliper tree per 60 ft. of road frontage; (4) Existing trees to be removed and new trees planted along east property line; (5) Board would like to see landscaping similar to that of Wal-Mart & Lowe’s.  Drainage:  (1) Retention pond outlet to be increased to 24” from 12”; (2) Increase size of culvert under driveway.  Mark McEwen felt the building’s front facade would be more attractive if it mimicked the eastern elevation with more decorative elements.  Board members felt there were too many outstanding issues to grant final approval at this point, but would consider granting a grading permit.  Applicant will return on 04-23-07 to resolve outstanding issues.  A motion was made by Brian Gagne, seconded by Kevin Rooney, to approve issuance of a site grading permit subject to Town Engineer and Board comments.  All in favor; motion carried. 

 

PB-05-07 – Casartelli/Bella Design – Research Forest – Industrial site plan – Preliminary & final – Per Ed Raynor, DGA Builders, storm water calculations and water pressure/line size information have been supplied to the Town Engineer.  Water line has been changed to 1-1/2”.  There do not appear to be any storm water issues; drainage goes to retention pond on the corner.  Landscaping plan was reviewed.  At least one (1) street tree needs to be added at the entrance.  Sign code was discussed; street sign must contain street number.  Applicant would like to begin site grading as soon as possible.  Odor producing emissions were questioned.  Mr. Casartelli explained there will be a DEC approved spray booth for paint, primers and clear coating.  The operation will meet OSHA and DEC standards.  At its present location, Bella Design operates at levels below those requiring DEC approval.  It is possible the levels may increase slightly, and a DEC application has been submitted.  Waste management is reported to DEC based on volumes.  Suppliers provide manifest of products sold to Bella, and Bella records usage/finished products.  All DEC regulations will be met for emissions.  SEQR was noted accordingly.  Motion for a negative SEQR declaration was made by Brian Gagne, seconded by Kevin Rooney.  All in favor; motion carried.  Motion to grant preliminary and final site plan approval was made by Brian Gagne, seconded by Kevin Rooney.  All in favor; motion carried.

 

NEW BUSINESS:

 

PB-06-07 – Bob James/Fairport-Macedon Mini Storage – Route 31F – Realty subdivision & commercial site plan – Sketch – Dave Matthews, Matthews Consulting, was present on behalf of the applicant.  This is the subdivision of 5.74 acres from the 9+ acre parcel containing a John Deere dealership.  New parcel would be used for the construction of twelve (12) mini storage buildings in two phases of six.  Each building would contain 24-30 units.  The owners, Don & Ron Cedruly, operate a similar facility in Ontario.  The rear portion of the parcel would be used for outside storage of RV’s, boats, etc.  Mr. Matthews noted this is an allowed use for the zoning (GC), and the site plan meets all setback requirements.  There will be no office; therefore, no water service and/or sewage disposal needed.  Shoebox lighting will be used, and security cameras installed & monitored by VCR tape on-site.  There will be no storage doors on the ends of the buildings facing Route 31F, and the roof lines will be hipped to make them more aesthetically pleasing.  West side of parcel will be reserved for storm water management with a series of collection basins and piping.  Driveway will be paved; remainder of site will not.  The only fencing will be around the open storage area in the rear.  Board members expressed preferences for paving, more attractive exteriors, fencing with controlled access; landscaping along front and possibly along the sides of the property.  Evergreen Hills and Littlefield were cited as examples of self-storage operations.   A full landscaping plan will be provided when applicant returns for final approval.  Current submission meets all requirements for sketch plan approval.  Motion to grant sketch plan approval was made by Brian Gagne, seconded by Kevin Rooney.  All in favor; motion carried.

A motion to approve the 03-26-07 minutes was made by Mark McEwen, seconded by Suzanne Airy.  All in favor; minutes approved.
