March 12, 2007
PRESENT: Chairman
Doug Allen, members Suzanne Airy, Mark McEwen and Tom Morrison. Also present were Councilman Ken Nawrocki and Board Clerk Susan Bush. Absent were Mert
Bartels, Brian Gagne, Kevin Rooney and Town Engineer Scott Allen.
Chairman Allen called the meeting to order at 7:34 p.m. A motion was made by Mark McEwen, seconded by
Tom Morrison, to waive reading the Legal Notice as it appeared in the
Times. All in favor; motion carried.
PUBLIC HEARINGS:
PB-02-07 DeHollander Chester
Wood Phase 2 Pannell Road
3-lot realty subdivision & residential site plans Motion was made by
Mark McEwen, seconded by Tom Morrison, to open the public hearing. All in favor; motion carried. A prospective homeowner spoke in favor of
having a rural development, town-dedicated road with three (3) lots and a
potential Phase 3. There was no one else
present to speak for or against this application. Motion was made by Mark McEwen, seconded by
Tom Morrison, to close the public hearing.
All in favor; motion carried.
PB-03-07 Parkwood
Heights Harwood Lane
3-lot realty subdivision Motion was made by Mark McEwen, seconded by Tom
Morrison, to open the public hearing.
All in favor; motion carried.
Mark Welker of Parkwood Heights
was present in support of this application.
There was no one else present to speak for or against the
application. Motion was made by Mark
McEwen, seconded by Tom Morrison, to close the public hearing. All in favor; motion carried.
OLD BUSINESS:
PB-03-07 Parkwood
Heights Harwood Lane
3-lot realty subdivision Preliminary & final Mark Welker explained
their proposal to convert Harwood Lane Lot 27 to a private roadway allowing
access to the adjoining parcel now owned by Park Woods. Dedicated utilities will be installed and
Lots 26 & 28 will be widened.
Building sites for Lots 26 & 28 will remain as previously
approved. Road stub will be installed
when Harwood Lane
is completed as part of Phase 3C. A
motion for negative SEQR declaration was made by Tom Morrison, seconded by Mark
McEwen. All in favor; motion
carried. A motion to grant preliminary
& final approval for a 3-lot realty subdivision was made by Tom Morrison,
seconded by Mark McEwen. All in favor;
motion carried.
PB-02-07 DeHollander Chester
Wood Phase 2 Pannell Road - 3-lot realty subdivision &
residential site plans Preliminary & final Mr. DeHollander
explained this is the subdivision of 18 acres into three (3) lots and
construction of a town-dedicated road.
Road will be located as originally planned, and will be a rural
development road with 22 paved driving surface & 4 gravel shoulders/open
drainage. A 6 water main will be extended
along the roadway terminating at a hydrant.
Water main will require WCWSA and DOH approvals. Overall drainage plan is consistent with that
submitted as part of Phase 1. Drainage
moves from west to east and will be channeled into a pond and discharged to a
culvert under Pannell Road. Mr. DeHollander
stated the existing culvert under Pannell
Road is partially blocked which impedes the water
flow, and he would like to see this replaced as soon as possible to facilitate
the drainage. Paving vs. landscaping the
cul de sac and road profile were discussed. Prospective homeowners who were present expressed
a desire for a landscaped cul de sac. Decision on these items must come from the
Highway Supervisor. The building sites
have not changed from original proposal (Lots 6, 7, 9), merely the size of the
lots. Other items discussed were a catch
basin about halfway down the road, rip rap at the end of discharge to be shown
on plan, and naming the road. Motion for
negative SEQR declaration was made by Tom Morrison, seconded by Mark McEwen. All in favor; motion carried. Motion was made by Tom Morrison, seconded by
Mark McEwen, to grant preliminary & final realty subdivision and site plan
approval subject to approval from Highway Supervisor, WCWSA, DOH and Town
Engineer. All in favor; motion carried.
LOG IN & NEW
BUSINESS:
PB-05-07 Casartelli/Bella Design Research Forest
Industrial site plan Ed Raynor, DGA Builders, and
Lou Casartelli were present to explain this
application. Bella Design is an art
furniture manufacturer wishing to relocate to a 7.29 acre parcel on Research Forest.
A 7200 sq. ft. building is planned with office space in front and work
space in back. Site offers gas and
three-phase electric service, both necessary for this operation. There will be a fully compliant spray booth,
and all waste materials will be removed by a disposal service. Style of building is yet to be
determined. Other items discussed were
driveway width (20 ft.), driveway pavement (first 200 ft.), building design
consistent with neighboring structures, map contours, water calculations,
building materials/elevations.

The 02-26-07 minutes were not approved due to lack of
correct quorum.
