PLANNING BOARD

May 8, 2006

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki, Town Engineer Scott Allen and Board Clerk Susan Bush.

 

Chairman Allen called the meeting to order at 7:32 p.m.  Motion made by Kevin Rooney, seconded by Mert Bartels, to waive reading the legal notice as it appeared in the Times.  All in favor; motion carried.

 

PUBLIC HEARING:

 

PB-04-06 – Gananda Partnership – Hance Road – Pheasant Run Phase 3 – Realty subdivision & residential site plans – 41 lots – Motion to open the public hearing made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.  Matt Wing of Parrone Engineering and Richard Struzzi of Gananda Partnership were present to speak for this application.  There was no one else present to speak for or against the application.  Motion to close the public hearing made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-04-06 – Gananda Partnership – Hance Road – Pheasant Run Phase 3 – Realty subdivision & residential site plans – 41 lots – Preliminary & final – Matt Wing, Parrone Engineering, explained this is the final phase of the Pheasant Run development, encompassing 25 lots on the southwest side and 15 lots in the north.  Plan includes extension of the dedicated roadways and utilities.  Storm water retention pond has already been installed at the south end.  Drainage for the northern section will go onto an adjoining parcel in Walworth also owned by Gananda Partnership.  Plans have been provided to the Town of Walworth.  SEQR for entire project was completed during approval process for Phase 1.  When asked, Mr. Struzzi stated it is possible Phase 3 houses could be built at the same time as Phase 2, depending on demand and completion of infrastructure.  Town Engineer’s letter was reviewed, and issues will be resolved.  Scott Allen brought out the need for larger street hammerheads to facilitate school bus turns.  Future road cut onto Gananda Parkway will align with Wood Hill on the north side.  Independent project inspector will continue as in Phase 1, and escrow funds will be addressed by Town Board.  Motion made by Tom Morrison, seconded by Kevin Rooney, to grant preliminary & final subdivision & site plan approval for 41 residential lots subject to Town Engineer’s letter.  All in favor; motion carried.

 

PB-03-06 – Macedon Land Associates, LLC – Route 31/Macedon Parkway – Realty subdivision & commercial site plans (Shoppes at Macedon/Lowe’s) – Ron Bronstein of Paradigm Development reviewed the revised plans.  Suggested architectural changes were incorporated – garden center fencing upgrade & addition of pilasters, and pilasters added to the western elevation.  Town Engineer’s letter was reviewed.  Property owner is working with the water and sewer departments.  Storm water will be addressed on the next plan revision.  Scott Allen questioned the two storage trailers behind Lowe’s.  These will be for storage of pallets and used appliances.  When trailers are full, they are removed & replaced with empties.  Other items discussed were future route of West Park Road, overall landscape plan and berm along Route 31 (complicated by sewer easement).  Steve Ferranti, SRF Associates, reviewed traffic data.  He is familiar with the area and has worked with Lowe’s in the past. The traffic impact study has been completed but not yet submitted to the State.  Study indicates traffic/direction breakdown as:  50% coming from the west, 35% east, 15% north, 10% south.  Lowe’s will generate approximately 1/3 of Wal-Mart’s traffic volume at peak evening times and 40% at weekend peak.  Signal modifications at Wayneport/Route 31 will be done in conjunction with Wal-Mart.  Signal will be installed at Macedon Parkway with right turn lane, and this entrance will be two lanes in/two lanes out.  The western entrance onto Route 31 will be a right in/right out only, with deterrents designed into the plan to prevent left turns by eastbound traffic.  Scott Allen stressed the importance of this design.  Speed reduction on Route 31 was also discussed.  Exterior building lighting will be done from poles at a lower level than parking lot.  Mark McEwen suggested sconce lights on the front columns to enhance the entrance.  Motion made by Brian Gagne, seconded by Kevin Rooney, to grant sketch plan approval subject to Town Engineer’s comments.  All in favor; motion carried.

 

PB-05-06 – Newcomb Oil Co. – 1116 Route 31 – Fill – Rick Brown of Newcomb Oil was present to explain a revised plan for this project.  The size has been reduced to .9 acres, and a temporary gravel driveway will be installed using the western entrance to the store.  Other items discussed were:  Sediment pond; open drainage instead of pipe due to reduced fill area; on-site stone to be used in place of rip rap; siltation fence.  Topsoil will be stripped, stored on site & used in the finish work.  Site must be graded, seeded & finished by October 15, 2006.  Motion made by Tom Morrison, seconded by Kevin Rooney, to grant a six-month fill permit for 20,000 yards (.9 acres) to be topsoiled and seeded by October 15, 2006.  All in favor; motion carried.

 

OTHER BUSINESS:

 

Morabito – 3252 Dayspring Ridge – Site plan modification – Resident would like to build a 10’ x 17’ front deck which would encroach on the setback.  In NCD zoning, a site plan modification instead of a variance is required.  Board members requested more information and design plans, including any plantings/screening.  Scott Allen will contact the resident.
