PLANNING BOARD

February 13, 2006

 

 

PRESENT:  Chairman Doug Allen, members Suzanne Airy, Mert Bartels, Mark McEwen, Tom Morrison and Kevin Rooney.  Also present were Councilman Ken Nawrocki and Town Engineer Scott Allen.  Absent was Brian Gagne.

 

Before opening the meeting, Chairman Allen presented Tom Ferreri with a plaque commending his service with the Planning Board (1995 to 2005).  New member Suzanne Airy was then introduced.

 

Chairman Allen called the meeting to order at 7:32 p.m.  Motion made by Kevin Rooney, seconded by Mert Bartels, to waive reading the legal notice as it appeared in the Times.  All in favor; motion carried.

 

 

PUBLIC HEARINGS:

 

PB-19-05 – Parkwood Heights, LLC – Parkwood Drive – Realty subdivision & site plan – 7 duplexes & 2 single-family residences (16 units) – Motion to open the public hearing made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.  Matt Wing from Parrone Engineering and Mark Welker of Parkwood Heights were present to explain this application.  There was no one else present to speak for or against this application.  Motion made by Mert Bartels, seconded by Kevin Rooney, to close the public hearing.  All in favor; motion carried.

 

PB-20-05 – Robert James – 185 Route 31F – One-lot realty subdivision – Motion to open the public hearing made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.  Dave Matthews, Matthews Consulting, was present on behalf of the applicant.  There was no one else present to speak for or against this application.  Motion made by Mert Bartels, seconded by Kevin Rooney, to close the public hearing.  All in favor; motion carried.

 

PB-21-05 – Kevin Peters/Perinton RV Rental – Route 31F – Site plan – Commercial building – Motion to open the public hearing made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.  Applicant Kevin Peters and Dave Matthews of Matthews Consulting were present to explain this request.  There was no one else present to speak for or against this application.  Motion made by Mert Bartels, seconded by Kevin Rooney, to close the public hearing.  All in favor; motion carried.

 

 

OLD BUSINESS:

 

PB-19-05 – Parkwood Heights, LLC – Parkwood Drive – Realty subdivision & site plan – 7 duplexes & 2 single-family residences (16 units) – Preliminary & final – Matt Wing explained these will be rental units on a private driveway.  Subdivision will combine this area with the parcel containing the apartments.  SEQR was done at the time of TPD zoning and initial development.  Turning radius for trucks was questioned and found to be sufficient.  Storm sewer was erroneously shown as 12” instead of 24”.  This will be corrected.  Town Engineer’s review letter will be submitted to Matt Wing.  Motion made by Kevin Rooney, seconded by Mark McEwen, to grant preliminary and final subdivision and site plan approval subject to Town Engineer’s review letter.  All in favor; motion carried.

 

The Park Woods rezoning request was then discussed – See comments later in the minutes.

 

PB-20-05 – Robert James – 185 Route 31 – One-lot realty subdivision – Preliminary & final – Dave Matthews, Matthews Consulting, explained this is the subdivision of 7 acres from a 17 acre parcel at the corner of Route 31F and County Line Road.  Motion for negative SEQR declaration made by Mert Bartels, seconded by Kevin Rooney.  All in favor; motion carried.  Motion to grant approval for one-lot realty subdivision made by Kevin Rooney, seconded by Mert Bartels.  All in favor; motion carried.

 

PB-21-06 – Kevin Peters/Perinton RV Rental – Route 31F – Site plan – Commercial building – Preliminary & final – Dave Matthews, Matthews Consulting, reviewed the Board’s previous concerns, which were addressed in his 01-18-06 letter.  Project will be a  “Morton” building, 27 ft. to peak, 16 ft. to eaves.  There will be motion sensor lighting for security in addition to one light over the doorway.  NYS DOT permit will be needed for driveway cut, and Board members requested an elevation showing exterior of building prior to granting final approval.  Motion for negative SEQR declaration made by Tom Morrison, seconded by Mark McEwen.  All in favor; motion carried.  Motion made by Tom Morrison, seconded by Mert Bartels, to grant preliminary site plan approval.  All in favor; motion carried.

 

PB-01-06 – Ninnasopha – West Walworth Road (Forsay Lot #1 west side) – Single-family residential site plan – Sketch – Gregg McMahon of McMahon LaRue Associates was present to explain this application for a single-family residence.  Perc test has been done.  Needed on the final map:  (1) Driveway width of 15 ft.; (2) 30 ft. wide easement to the Town of Macedon along ditch at rear of property; (3) signature lines for Planning Board Chairman, Town Engineer, WCWSA and County Highway Dept.  Motion made by Kevin Rooney, seconded by Mert Bartels, to grant sketch plan approval subject to Town Engineer’s comments.  All in favor; motion carried.

 

 

TOWN BOARD REFERRALS:

 

RZ-01-06 – Murphy – Route 31 – Rezoning ORM to GC (53 +/- acres) - Applicant Bob Murphy was present to explain his request.  Currently, there is a large quantity of ORM zoned land in the town with very little demand.  However, there is increased interest in GC zoning, especially along the Route 31 corridor.  The Town Board will handle the SEQR process as part of their approval.  Motion made by Kevin Rooney, seconded by Tom Morrison, for a positive referral to the Town Board.  All in favor; motion carried.

 

RZ-02-06 – Park Woods, LLC – Canandaigua Road – Rezoning R-30 to TPD (5 +/- acres) – MarkWelker of Park Woods and Matt Wing of Parrone Engineering were present to explain this request.  The parcel under review is contiguous to TPD zoning and would be an expansion of the current patio homes.  Other points discussed were:  Private driveway, homeowners association, dedicated utilities.  Motion made by Kevin Rooney, seconded by Mert Bartels, for a positive referral to the Town Board.  All in favor; motion carried.

 

Morrison – 2062 Magog Road – Special Use Permit – Small business – After discussion, a motion was made by Kevin Rooney, seconded by Mert Bartels, for a positive referral to the Town Board.  All in favor; motion carried.

 

 

MINUTES:
