PLANNING BOARD
June 13, 2005
PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney. Also present were Councilman Ken Nawrocki and Town Engineer Scott Allen.
Chairman Allen called the meeting to order at 7:30 p.m. Motion made by Brian Gagne, seconded by Mert Bartels, to waive reading the Legal Notice as it appeared in the Times. All in favor; motion carried.
PUBLIC HEARING:
PB-29-04 - Finn (Macedon Mobil Mart) - 337 Route 31 - Commercial site plan - Car wash - Motion to open the public hearing made by Brian Gagne, seconded by Mert Bartels. All in favor; motion carried. David Matthews, Matthews Consulting, was present on behalf of the applicant. There was no one else present to speak for or against this application. Motion to close the public hearing made by Brian Gagne, seconded by Mert Bartels. All in favor; motion carried.
OLD BUSINESS:
PB-29-04 - Finn (Macedon Mobil Mart) - 337 Route 31 - Commercial site plan - Car wash - Application is for a single-bay laser car wash behind the existing gas station. Town Board has approved the necessary Special Use permit. Proposed site involves three separate tax parcels, which would be combined. Old house on one of the parcels has been removed. Exterior block for car wash will match that of gas station. "Shoebox" type fixtures will be only additional exterior lighting at entrance/exit of car wash. Motion for negative SEQR declaration made by Brian Gagne, seconded by Mark McEwen. All in favor; motion carried. Motion made by Brian Gagne, seconded by Mert Bartels, to grant preliminary and final site plan approval subject to the three (3) tax parcels being combined into one (1) and the exterior masonry construction matching existing building. All in favor; motion carried.
NEW BUSINESS:
PB-06-05 - Keller - Wayneport Road - One-lot subdivision & residential site plan - Sketch - David Matthews, Matthews Consulting, presented this application. No unusual characteristics were noted on this lot. Motion made by Mert Bartels, seconded by Brian Gagne, to grant sketch approval for a one-lot subdivision and residential site plan.
TOWN BOARD REFERRALS:
PB-07-05 - Waterford Custom Homes - Wayneport Road - Rezoning request (R-30 to R-22) - Bob Cantwell, BME Associates, was present on behalf of the applicant, Peter Fabio, Waterford Custom Homes. This is a 41-acre site on the west side of Wayneport Road, approx. 200 ft. south of Route 31. Under R-30 zoning, this site would yield 47 single-family residential lots. The same number of lots would be retained under R-22, but the change would allow lot sizes to vary from 22,000 sq. ft. to 1+ acres. Lots on the east side would be consistent with the adjoining lots along Wayneport Road. Homes would be a combination of styles ($200,000 range) with build-out in three phases. Retention pond would be built during the first phase. All roads would be town dedicated. Water and sewer are available. Present drainage course and vegetation in the middle of the parcel would be retained. Waterford Custom Homes intends to deed a 30 ft. strip of land along the southern boundary to each of the properties at 1375 and 1383, providing them with frontage on Wayneport Road. A previous rezoning proposal included apartments, which have been removed from this request. Motion for a positive referral to the Town Board made by Brian Gagne, seconded by Mert Bartels. All in favor; motion carried.
Kaplin - 1797 Canandaigua Road (Weischadel) - Special Use Permit - Todd Kaplin, Todd's Towing, was present to explain his application. He would like to purchase this property (house + 13 acres) as his family's residence and to operate his towing business. He currently has four (4) trucks, and the existing barn (25 ft. x 75 ft.) would allow at least three of them to be parked inside. The original application requested approval for a vehicle impound yard. Towed vehicles will not be stored on site, and Mr. Kaplin is withdrawing that portion of his request. Two employees would be coming to the site (driver & mechanic). Any mechanical work on the tow trucks would be done inside the barn. Current farming operation of land would continue. Tom Ferreri suggested any trucks parked outside should be placed behind the barn. Mr. Kaplin responded that he would prefer to park such vehicles in front of the barn to shelter them from the wind during cold weather. Motion made by Brian Gagne, seconded by Kevin Rooney, for a positive referral to the Town Board with concern regarding placement of parked trucks/proper screening and no towed cars to be stored on site. All in favor; motion carried.
