PLANNING BOARD
November 8, 2004
PRESENT: Chairman Doug Allen, members Mert Bartels, Mark McEwen, Tom Morrison and Kevin Rooney. Also present were Town Councilman Ken Nawrocki and Town Engineer Scott Allen. Absent were Tom Ferreri and Brian Gagne.
Chairman Allen called the meeting to order at 7:30 p.m.
NEW BUSINESS:
PB-29-04 – Finn – 337 Route 31 – Laser car wash – Sketch site plan & Special Use Permit – Mike Sponable was present on behalf of the applicant. Finns currently have an ExxonMobil gas station on the northeast corner of Route 31 and Wayneport Road and would like to add a single-bay laser car wash facility. The car wash would be open 24 hrs. with an estimated 25 customers per day. Town Engineer's comments were reviewed. Mr. Sponable stated the applicant has not yet chosen the building design or specific equipment to be installed. Questions were raised regarding water usage, sewer discharge & need for various separators, lighting and hours of operation. These points will need to be defined as well as providing an architectural rendering of the building prior to the Town Board's consideration of a Special Use Permit. Motion made by Kevin Rooney, seconded by Mert Bartels, for sketch plan approval based on plans as submitted and Town Engineer's comments. All in favor; motion carried.
Motion made by Kevin Rooney, seconded by Mert Bartels, for a positive referral to the Town Board for a Special Use Permit. All in favor; motion carried.
PB-28-04 – Brawley – Pond Road – Site plan – Single family residence – Sketch – Applicant Mike Brawley explained this request. He owns a 52.3 acre parcel on the south side of Pond Road (town road to the turnaround). Proposed driveway will extend approximately 600 ft. from the road. The water service must be 2" not 1-1/2" as indicated on plan, and Wayne County Water & Sewer Authority will require extension of the water main for any future subdivision of this parcel. Motion made by Kevin Rooney, seconded by Tom Morrison, to grant sketch plan approval based on plans as submitted, changes requested and Town Engineer's comments. All in favor; motion carried.
PB-30-04 – Bob James Equipment – 185 Route 31F – Fill permit – Kevin Carey of Bob James Equipment was present to explain this application. Fill has been placed at the west side of their parking lot. Material is sandy loam with some broken concrete and asphalt (old road base from South Ave., Fairport). Approximately 3,000 yards have been placed to a depth of 3 ft. This now needs to be graded and seeded. Noting that the fill operation has been completed and no additional fill will be placed, motion was made by Mert Bartels, seconded by Kevin Rooney, to approve a fill permit with grading and seeding to be immediately completed. All in favor; motion carried.
