PLANNING BOARD

July 26, 2004

 

PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Brian Gagne, Mark McEwen, Tom Morrison & Kevin Rooney. Also present were Councilman Ken Nawrocki and Town Engineer Scott Allen.

Chairman Allen called the meeting to order at 7:35 p.m.

OLD BUSINESS:

PB-21-04 – LeFrois Development – Research Forest (Constellation Energy) – Site grading – Present on behalf of the applicant were Duncan Jackson of MRB Group, Rich LeFrois of LeFrois Development and Boyd Shearer and Peter Polfleit of Constellation Energy. Applicant is seeking permission to begin site grading prior to receiving final site plan approval (expected at the 8/9/04 meeting). This site drains southeast to northwest with a planned storm water management area in the northwest corner. Sanitary sewer line (private lateral) will be run through an easement from Proven Designs. Building size has been increased to 19,000 sq. ft. Motion made by Kevin Rooney, seconded by Brian Gagne, to issue a grading permit based on the site and erosion control plan submitted. All in favor; motion carried. Mr. LeFrois will provide proof of ownership and/or early access when applying for grading permit.

LOG-INS:

PB-23-04 – Donaldson – Eddy Road – One lot subdivision & site plan - Sketch

PB-24-04 – Porcelli – 3252 Green Tree Drive – Amend original site plan – The applicant would like to build an addition and porch onto his residence; however, the porch will encroach upon the front setback. Discussion followed on the NCD zoning code, whether this was a matter for the Planning Board or ZBA, and whether a public hearing was necessary. Board consensus was the Planning Board would act upon this case, waiving a public hearing. Amendments to the NCD code will be necessary to refer similar applications to the ZBA. Motion made by Kevin Rooney, seconded by Brian Gagne, to amend individual site plan allowing encroachment into front setback as shown on submitted drawings. All in favor; motion carried.

PB-25-04 – Altom, LLC – 1140 Route 31 (Secor Lumber) – Site plan - Sketch

ZBA REFERRAL:

Z-10-04 – Finn – 581 Lexington Drive – Area Variance – Section 135-61-B-5 (Schedule I) – Side setback – Board had no concerns.

 

MINUTES:

Motion made by Brian Gagne, seconded by Mert Bartels, to approve the 7-12-04 minutes. All in favor; minutes approved.
