PLANNING BOARD MINUTES
November 10, 2003
PRESENT: Members Tom Ferreri, Mark McEwen, Tom Morrison and Kevin Rooney. Also present were Town Engineer Scott Allen and Councilman Ken Nawrocki. Absent were Doug Allen, Mert Bartels and Brian Gagne.
Acting Chairman Tom Morrison called the meeting to order at 7:35 p.m. Motion made by Tom Ferreri, seconded by Kevin Rooney, to waive reading of the Public Notice as it appeared in the Times. All in favor; motion carried.
PUBLIC HEARINGS:
PB-18-03 – Coomber – Magog Road – Subdivision & site plan – Preliminary & final - Motion made by Kevin Rooney, seconded by Tom Ferreri, to open the public hearing. David VanLare, LS, was present on behalf of the applicant. No one else was present to speak for or against this application. Motion made by Kevin Rooney, seconded by Tom Ferreri, to close the public hearing. All in favor; motion carried.
PB-19-03 – Courtney – Pannell & Cline Roads – Site plan - Preliminary & final – Motion made by Kevin Rooney, seconded by Tom Ferreri, to open the public hearing. Larry Horgan, 752 Cline Road, was present to speak about this application. His property adjoins the subject lot, and he had concerns regarding storm water run-off, type of septic and drainage. No one else was present to speak for or against this application. Motion made by Kevin Rooney, seconded by Tom Ferreri, to close the public hearing. All in favor; motion carried.
PB-25-03 – Marvin – 1013 Victor Road – One lot realty subdivision – Motion made by Tom Ferreri, seconded by Kevin Rooney, to open the public hearing. Applicant Mike Marvin was present to explain his request. No one else was present to speak for or against this application. Motion made by Kevin Rooney, seconded by Tom Ferreri, to close the public hearing. All in favor; motion carried.
PB-06-03 – Packard – Kittering Road – Four lot realty subdivision & site plan – Preliminary & final – Motion made by Tom Ferreri, seconded by Kevin Rooney, to open the public hearing. All in favor; motion carried. Engineer Clancy Burkwit and applicant Ray Packard were present to explain this request. No one else was present to speak for or against this application. Motion made by Kevin Rooney, seconded by Tom Ferreri, to close the public hearing. All in favor; motion carried.
OLD BUSINESS:
PB-18-03 – Coomber – Magog Road – Subdivision & site plan – Preliminary & final – Town Engineer Scott Allen reviewed this application. Perc test was good. There is 279 ft. of open road frontage & trees are needed on the plan. Board consensus was four (4) street trees should be added to the plan, along with notation for 1" water service and a signature line for Wayne County Water & Sewer Authority. Motion for negative SEQR declaration made by Kevin Rooney, seconded by Tom Ferreri. All in favor; motion carried. Motion made by Tom Ferreri, seconded by Kevin Rooney, to approve this subdivision & site plan subject to changes requested. All in favor; motion carried.
PB-19-03 – Courtney – Pannell & Cline Rds. – Site plan – Preliminary & final – Lawrence Horgan of 752 Cline Road again stated he is not opposed to this plan but has concerns regarding soil percolation, septic system, storm water run-off and a farm drainage tile on the lot. Notes are to be added to the plan that the Town Engineer is to be notified to witness the installation of the septic system, drainage swale and the farm tile cut off. In addition, the Board recommended the Town Highway Supervisor check the drainage ditch & culvert, cleaning if needed. Street trees are to be added to the plan – three (3) on Cline Road & four (4) on Pannell Road. Motion for negative SEQR declaration made by Tom Ferreri, seconded by Kevin Rooney. All in favor; motion carried. Motion made by Kevin Rooney, seconded by Tom Ferreri, to grant preliminary/final approval per engineering comments, including trees, and notes regarding septic, drainage & farm tile. All in favor; motion carried.
PB-25-03 – Marvin – 1013 Victor Road – Site plan – Sketch & Subdivision – Final – Mr. Marvin has requested final subdivision approval at this meeting to facilitate the mortgage process on the house he plans to build. Discussion followed on the common driveway, which is adequate to handle the fourth house. Motion for negative SEQR declaration on the realty subdivision made by Tom Ferreri, seconded by Mark McEwen. All in favor; motion carried. Motion to grant realty subdivision made by Tom Ferreri, seconded by Kevin Rooney. All in favor; motion carried. Motion for sketch plan approval on site plan per engineering comments made by Kevin Rooney, seconded by Tom Ferreri. All in favor; motion carried.
PB-06-03 – Packard – Kittering Road – Site plan/Subdivision – Preliminary & Final – Engineer Clancy Burkwit addressed the Town Engineer's comments. This is a four-lot subdivision/site plan; each lot has 15 ft. frontage on Kittering Road with easements for utilities & driveway. Combination driveway will be 18 ft. with 15 ft. for individual driveways. Water service will be 2" with meter pits at the road. This is a reclaimed/filled gravel pit; topsoil will be needed in some areas. The 100 ft. wetlands buffer needs to be marked on the plan (affects Lots 1 & 2). Board would like to see a turn-around/pull-over for emergency vehicles in the planned driveway. Motion for negative SEQR declaration made by Kevin Rooney, seconded by Tom Ferreri. All in favor; motion carried. Motion made by Kevin Rooney, seconded by Tom Ferreri, to grant preliminary & final approval for subdivision & site plan subject to engineering comments. All in favor; motion carried.
