PLANNING BOARD MINUTES

August 25, 2003

 

MEMBERS PRESENT: Chairman Doug Allen, members Mert Bartels, Tom Ferreri, Brian Gagne, Mark McEwen, Tom Morrison and Kevin Rooney. Also present was Town Engineer Scott Allen. Absent was Town Councilman Ken Nawrocki.

Chairman Allen called the meeting to order at 7:30 p.m.

 

LOG INS:

PB-14-03 – Osmen/Dunkin' Donuts – Route 31 – Mark Passero and Steve Thompson of Passero Associates were present on behalf of the applicant. Mr. Passero presented an overview of the proposed project: 0.73 acres located between new CVS & Macedon Ford; GC zoning; 2700 sq. ft. building with a drive-thru; 29 parking spaces vs. 28 required; no variances being sought at this time; common site access with CVS; one-way traffic through this portion; existing drainage pond designed to handle both parcels; water main on Rt. 31; sewer main being constructed to rear of parcel. Discussion followed on traffic lanes & patterns; car counts; peak operation times; hours of operation; alternate layouts of building; exterior design; rooftop equipment; and, outside storage cooler.

PB-15-03 – Conant – 2103 Barnes Road – Riding stable – No questions at this time.

 

OLD BUSINESS:

PB-20-02 – Spinosa – West Walworth Road (Forsay Lot 4) – Site plan & subdivision

Joe Pullen, P.E., representing applicants Cheryl & Bryan Spinosa, explained the revised site plan. Driveway to be as previously approved – 20 ft. drive centered on 40 ft. strip, first 50 ft. shared with Lot 3. Separate water services will be installed for each portion of Lot 4 to accommodate demand of barn vs. house. Dust control on driveway was discussed. Agreement was reached that first 200 ft. of driveway from road will be topped with millings to mitigate dust. Drainage ditches, footbridge, lighting, sign and hours of operation were discussed. Approved hours of operation will be 8:00 a.m. to 9:00 p.m. Monday to Friday and 8:00 a.m. to 7:00 p.m. on Saturday & Sunday. Motion made by Mert Bartels, seconded by Kevin Rooney, for negative SEQR declaration. All in favor; motion carried. Motion made by Kevin Rooney, seconded by Brian Gagne, to approve this application, subject to driveway approval by Town Engineer, one driveway of 20 ft. centered on 40 ft. strip, 200 ft. of driveway to be topped with millings, hours of operation 8:00 a.m. to 9:00 p.m. Monday to Friday & 8:00 a.m. to 7:00 p.m. Saturday & Sunday. All in favor; motion carried.
