PLANNING BOARD MINUTES

February 24, 2003

 

MEMBERS PRESENT:  Chairman Doug Allen, Members Mert Bartels, Mark McEwen and Kevin Rooney.  Also present were Town Engineer Scott Allen and Councilman Ken Nawrocki.  Absent were Members Tom Ferreri, Brian Gagne and Tom Morrison.

 

Meeting was called to order by Chairman Allen at 7:30 p.m.

 

TOWN BOARD REFERRAL:

 

ProCon Properties, LLC - Canalside Square - Route 31

 

Robert Reggentine, President, and Steve Palka of ProCon Properties presented their concept for a 102-105 unit apartment complex (13 acres) on the south side of Route 31 between Jay's Body Shop and Macedon Parts Plus.  This will include a full-service clubhouse for residents only and a full-service restaurant open to the public.  Construction is proposed in three phases, beginning at the western end.  Apartments would range in size from 750 to 1200 sq. ft. in single- & multi-story buildings.  A private roadway would be maintained by the complex with access to Route 31 at Macedon Parts Plus.  Target start date is late summer or early fall, pending approval process.  A special use permit, zoning variances and flood consideration will have to be addressed.  Town Board will be the lead agency for SEQR with a public hearing for the special use permit scheduled on March 13th.    Motion made by Kevin Rooney, seconded by Mert Bartels, for a positive referral to the Town Board for this proposed special use.  All in favor; motion carried.

 

OLD BUSINESS:

 

PB-04-03 - Laker Development/CVS - Route 31 & Canandaigua Road

 

Kim Thompson of FRA Engineering presented four possible exterior designs.  Discussion followed on designs, buffering, retention of existing trees, signs, lighting and berms.  Final approval would be for the CVS only; approval for the bank will be done later.  Grading & seeding of the undeveloped bank portion may be required if plans for that side of the parcel are not approved when the C of O for CVS is issued.  Scott Allen & Kim Thompson will walk the site prior to the 3-12-03 public hearing to mark the trees to be retained.

 

ZBA REFERRALS:

 

Z-02-03 - Vienna - 1575 Walworth Road - Area Variance - Section 135-61-B-4 - Height of garage - No recommendation due to lack of information.

 

 

Z-03-03 - Turk Hill Park LLC - Wayneport Centre II - 1675 Wayneport Rd. - Area Variance - Section 135-92 Schedule I - Lot coverage 25% vs. 20% by Code - Positive referral.

 

LOG IN:

 

PB-05-03 - Providence Housing Development Corp. - Hickey Commons - Canandaigua and Victor Rds. - Low income - 40 units - This is a planned community of one-story, low income housing.  Short form SEQR will be needed.
