Meeting
called to order at 7:30 p.m. Members

Also present were Town Engineer Scott Allen, Town Councilman Ken
Nawrocki and Town Attorney Anthony Villani.
Absent: Tom Ferreri & Brian
Gagne.

DISCUSSION:
Mike
Morrelae of Merit Development brought in a proposed commercial development for
the northeast corner of Canandaigua Road and Gananda Parkway. This would be retail stores, possibly
including a pharmacy and bank - seven (7) storefronts in three (3)
sections. Entrances would be off
Fairway 7 and Gananda Parkway. Several
issues were discussed including:
1)
Traffic
concerns - distance to intersection going west on Gananda Parkway and
curve going east;
2)
Traffic
flow in & out, movement around buildings, loading & unloading of
trucks;
3)
Drainage;
4)
Aesthetics - Loading docks, dumpsters, grades, landscaping;
5) Transmission water main goes through the site - Water Authority input would be
needed;
6)
Full
SEQR review;
7) Traffic control at intersection - may be asked to participate in placement of a full
stoplight.
Mr.
Morrelae will consider these issues and come back with a sketch plan for
consideration.
OTHER BUSINESS:
Councilman
Nawrocki advised the Board that the Town of Walworth is requesting a grant to
build a pedestrian walkway along Canandaigua Road in Gananda.
Mr.
Villani then addressed the Board regarding the sections of State law dealing
with subdivision and site plan reviews.
On site plan review if action is not taken within 62 days it does not
result in a default approval. On
subdivision review if action is not taken within 62 days, it is approved by
default. The 62 days begin when the
application is complete (SEQR only).
Deadlines may be extended by mutual consent and for a specific time
period (a second 62 days was recommended).
Scott Allen has information to be distributed to the Board members
regarding the statutes and test cases.
Mr. Villani advised that on applications where there is a site plan and
a subdivision together, the Board should assume the 62 days come into play or
split the application into two separate items to be considered individually.

May 13th meeting. All in
favor.
